12 Cagayancillo Indigenous Fisherfolk Groups Benefit from SAAD Livelihood Projects Twelve fisherfolk associations in Cagayancillo have received livelihood project inputs provided by the Bureau of Fisheries and Aquatic Resources – Special Area for Agricultural Development (BFAR-SAAD) Program MIMAROPA on April 8 and 22, 2024, benefitting a total of 843 members. Each set of livelihood projects consists of upright chest freezer, hook and line, diving mask with snorkel, bottom set gill net, and farm implements. The Fisherfolk of Sablan Highlands (FISH) in Benguet province have elevated their skill set through specialized training on post-harvest technology on April 11, 2024, at the hall of Barangay Bayabas. Thirteen beneficiaries of the said association were equipped with different fish value-adding techniques in marinating, drying, smoking, and fish processing using their primary produce, tilapia. ITBAYAT, April 5, 2024 – The Department of Agriculture-Bureau of Fisheries and Aquatic Resources (DA-BFAR) successfully completed the distribution of Food Production and Livelihood project interventions under the Special Area for Agricultural Development (SAAD) Program Phase 2 to two (2) Fisherfolk Associations (FAs) in Itbayat, Batanes on April 4, 2024. SAAD Phase 2 is developmental in nature and envisions to uplift its beneficiaries above the poverty line by providing them access to economic opportunities thus, improving their agricultural and fisheries activities and further transforming them into successful community-based enterprises (CBEs).

SAAD Phase 2 is reform-oriented since it is one of the major programs o the Department of Agriculture (DA) that provides social protection to the farmers and fisherfolk thus contributing to the reduction in poverty thru policy formulation, project documentation and livelihood provision. It is developmental and transformative in-nature where it aims to make the beneficiaries from farmer/fisherfolk producers to entrepreneurs.

Mission:

SAAD envisions economic-empowered farmer and fisher groups who are active actors in agricultural development and nation-building.

Vision:

We contribute to poverty reduction among the identified marginalized communities in the country through:

• Social preparation that empowers rural farmers and fisherfolk;
• Intensified Production, Livelihood, Marketing Assistance, and Enterprise Development interventions responsive to assessed needs; and
• Synergistic actions with the local government units, private sector, other government agencies, and stakeholders
