Talusan, Zamboanga Sibugay, APRIL 24, 2024 – The Department of Agriculture-Bureau of Fisheries and Aquatic Resources (DA-BFAR) Region 9 under Special Area for Agricultural Development (SAAD) Program Phase II through the Regional Program Management Support Office (RPMSO) with the Provincial Program Management Support Office (PPMSO) in collaboration with the Local Government Unit (LGU) of Talusan, provided the Talusan Badjao Fisherfolk Association with 20 complete sets of multiple hook and line fishing gears, insulated coolers, and 40 jumbo-sizedpolysterene boxes. 12 Cagayancillo Indigenous Fisherfolk Groups Benefit from SAAD Livelihood Projects Twelve fisherfolk associations in Cagayancillo have received livelihood project inputs provided by the Bureau of Fisheries and Aquatic Resources – Special Area for Agricultural Development (BFAR-SAAD) Program MIMAROPA on April 8 and 22, 2024, benefitting a total of 843 members. ITBAYAT, April 5, 2024 – The Department of Agriculture-Bureau of Fisheries and Aquatic Resources (DA-BFAR) successfully completed the distribution of Food Production and Livelihood project interventions under the Special Area for Agricultural Development (SAAD) Program Phase 2 to two (2) Fisherfolk Associations (FAs) in Itbayat, Batanes on April 4, 2024. The DA-BFAR Special Area for Agricultural Development [SAAD] Program Phase 2 is a locally funded project that provides fisheries interventions to capture fisheries, aquaculture, and postharvest, prioritizing the poorest and most remote areas of the country that have not received support from DA-BFAR regular programs.

SAAD Phase 2 is developmental in nature and envisions to uplift its beneficiaries above the poverty line by providing them access to economic opportunities thus, improving their agricultural and fisheries activities and further transforming them into successful community-based enterprises (CBEs).

SAAD Phase 2 is reform-oriented since it is one of the major programs o the Department of Agriculture (DA) that provides social protection to the farmers and fisherfolk thus contributing to the reduction in poverty thru policy formulation, project documentation and livelihood provision. It is developmental and transformative in-nature where it aims to make the beneficiaries from farmer/fisherfolk producers to entrepreneurs.

Mission:

SAAD envisions economic-empowered farmer and fisher groups who are active actors in agricultural development and nation-building.

Vision:

We contribute to poverty reduction among the identified marginalized communities in the country through:

  • Social preparation that empowers rural farmers and fisherfolk;
  • Intensified Production, Livelihood, Marketing Assistance, and Enterprise Development interventions responsive to assessed needs; and
  • Synergistic actions with the local government units, private sector, other government agencies, and stakeholders
