The performance of the BFAR-SAAD for the whole year of 2020 was achieved through the concerted efforts of the Bureau of Fisheries and Aquatic Resources (BFAR), its Regional and Provincial offices in coordination with the Local Government Units (LGUs).
With the challenges that confront the marginal fisherfolks, the BFAR-SAAD provide appropriate interventions and initiatives thru its mission towards improving the incomes of fisherfolk in the priority provinces in the Philippines thru the implementation of sustainable rural development strategies with its core livelihood programs and projects such as the Aquaculture Production Program, Capture Fisheries Development Program and Post-harvest Development Program.

The BFAR-SAAD provides services focusing on livelihood intervention in freshwater, brackishwater as well as marine water aquaculture.
For 2020 annual accomplishment, the program had a total of 4,873 individuals and 259 group from aquaculture projects established from this year. The projects is mainly composed of village hatcheries, fingerlings and feeds distribution, fish cages and similar intervention.The said livelihood interventions intend to improve production and increase the income of the marginal fisherfolks.. It should also be noted that Region 13 Conducted 25 trainings for its beneficiaries as well to orient the beneficiaries on how to raise their animal stock properly
Aside from supply provision and assistance to aquaculture related interventions, the BFAR-SAAD in coordination with the LGUs provided Interventions in Capture Fisheries industry such as the distribution of environment-friendly fishing gears/paraphernalias, collapsible crab pots, and similar interventions.
During the whole year of 2020, a total of 1,935 individual beneficiaries and 92 groups received assistance and interventions from capture fisheries related projects from 2020
BFAR-SAAD also conducted post harvest interventions to its beneficiaries as another measure to provide a sustainable livelihood on its provinces. 177 individual fisherfolks and 69 groups/associations reaped post-harvest project’s benefits such as better income and. The interventions are mainly composed of, fish stalls and fish carts, packaging processing machines, ice chests and ice production facilities and other similar projects. We also noted that Region 6 managed to conducted a training for 10 group members in Negros Occidental as an introduction on how to use processing utensils.

BFAR-SAAD’s budget is uitilized by the National Office, BFAR-SAAD Regional Counterparts and its Provincial offices to support marginalized fisherfoilks in 30 priority provinces. Within the priority ares, 10 provinces graduated last year. (Apayao, Northern Samar, Eastern Samar, Samar, Negros oriental, Zamboanga del Norte, lanao del Sur, Cotobato, Sarangani and Maguindanao)

The BFAR-SAAD carried out a three-year implementation per province which resulted in a decrease of fund allocation for 2020. It should bealso noted that the program reduces its covered provinces for 2021 and will only be allocated monitoring funds for 2022 due to its programmed activities approved by the DBM. However, BFAR-SAAD will still propose a budget for its 30 provinces for 2022.
From 2017to 2020, the BFAR-SAAD was allocated php 991 million in which 972 million was obligated and 665 million was disbursed (see Table below for info)
As per DBM’s advice, it will not a received a forward estimate for 2022 The program still proposed 500 million fund to augment the interventions that shoulf have provided after the scheduled graduation of its 10 covered provinces in 2021.
