In line with the DA-BFAR's implementation of "Livelihood Development Program for the fisherfolk", several livelihood projects were implemented. One example is the "Miracle Hole", fish pen and fish shelter project in the CARAGA Region.
In line with the DA-BFAR's Implementation of the "Livelihood Development Program for the Fisherfolk" the following projects wre implemented:
1. Region 5
a. Mudcrab Culture, Aquasilvi Culture (Sorsogon)
b. Marine Fish Cage Culture (Masbate)
c. Culture of Bangus in Sea Cages (Camarines Sur)
d. Culture of Lapu-lapu and siganus spp. In floating Net cages (Camarines Sur)
e. Culture of Mudcrab with Gracillaria In Mangrove Areas (Camarines Sur)
2. Region 8
Deep-sea fishing aggregating Device, Payao and Tuna Fish Canning Processing

In line with BFAR's thrust for the fisherfolk livelihood and income enhancement program and in connection with the Director's commitment to fisherfolk leaders who are partners of the government in the implementation of plans and programs for fisheries conservation, management and development, project proposals which were prepared by fisherfolk leaders themselves were approved and indorsed to the respective BFAR Regional offices for CY 2004 implementation.
