BFAR- Bicol Installs Mangingisdang Direktor Ely Ramos of Paracale, to host National Exit Conference
In support to its fisherfolk empowerment program, the Bureau of Fisheries and Aquatic Resources (BFAR) in Bicol installed Ely L. Ramos of Poblacion Norte, Paracale, Camarines Norte as Fisherfolk Regional Director or Mangingisdang Direktor of BFAR for the whole month of May 2013. This also highlights the nationwide celebration of Farmers' and Fisherfolk's Month, with the theme: “Magsasaka't Mangingisdang Pilipino, Kaya nang Makipagsabayan sa Mundo.”
BFAR Regional Director Dennis del Soccorro led the installation ceremonies with Department of Agriculture RFU5 OIC Regional Director Abelardo Bragas.
Ely waschairperson of the Barangay Fisheries and Aquatic Resources Management Council (BFARMC) of Poblacion and of the Municipal FARMC of Paracale in 2007. He was re-elected as MFARMC Chairmanin 2010.
During his leadership, he intensified the council’s resource management activities such as coastal clean-up, mangrove planting, information, education and communication campaigns, and seaborne patrol that awakened the community on coastal resource management. He is also an advocate against illegal mining in Paracale.
In 2012, Ely was elected as Provincial Fisherfolk Representative of Camarines Norte and became the Regional Fisherfolk Representative of Bicol Region. Later that year, he was elected as member of the National Fisheries and Aquatic Resources Management Council or NFARMC representing the municipal fisherfolk and took his oath from President Benigno S. Aquino in Malacañang.
The Fisherfolk Director Program highlights the annual celebration of the Farmers and Fisherfolk Monthin May as mandatedby Department of Agriculture Special Order No. 88, series of 2005, with the theme:“ Mangingisdang Direktor Para sa Mas Matatag na Balikatan”.
The National and Regional Fisherfolk Diretors were elected by their fellow fisherfolkleaders to act as BFAR National and Regional Directors for the whole month of May. The Fisherfolk Directorsshall handle the basic administrative and ceremonial functions of the office.
During Ely’s stint as fisherfolk director, he visited the different BFAR facilities in the region, graced seminars and training where he gave messages, and guested in radio and television interviews. He also made a strong campaign for Fisherfolk Registration urging different fishing communities to register in their respective municipalities so that they can avail of the benefits being offered by the government to the fishery sector.
BFAR-Bicol provided Fisherfolk Director Ely with sets of office uniform,travelling allowances,service vehicle and office staff to assist him on his official travels.
Meanwhile, BFAR Regional Director del Socorro vacated his office during the one month assumption of the fisherfolk director. He visited fisherfolk communities in the region and conducted dialogue with them during this temporary transition.
Moreover, as one of the leading regions in the implementation of the fisherfolk empowerment program, BFAR-Bicol shall host the Exit Conference and Evaluation of the 2013 Fisherfolk Director’s Program in Naga City on June 26-28, 2013 to be attended by the National and Regional Fisherfolk Directors, former National fisherfolk directors, members of the National Anti-Poverty Commission (NAPC) - Artisanal Fisherfolk Sectoral Council and BFAR Fisherfolk Coordinators from the central and regional offices.(ajoven/rcanabe)
