#PLBinominee || CSC validates nomination of Cagayan flood hero Henry Kelly Villarao for Pamanang Lingkod Bayani Award
Tuguegarao City, Cagayan – The Civil Service Commission in Region 02 has validated the nomination of Mr. Henry Kelly Villarao for the Pamanang Lingkod Bayani Award today at DA-BFAR R02, Conference Hall Tuguegarao City.
Two personnel of the CSC R02 conducted a meeting with DA-BFAR R02 Director Dr. Milagros Morales, fishery law enforcement officers and Admin and Finance Chief Dr. Ronaldo Libunao to verify reports and requirements submitted for the said nomination of Mr. Villarao, a Fisheries Regulations Officer 1 who was electrocuted while conducting a rescue operation to victims of flood brought by Typhoon Ulysses at barangay Linao, Tuguegarao City on November 13, 2020. Mr. Villarao left behind his wife Mrs. Melanie Villarao, also a DA-BFAR R02 employee and their five-month-old son.
Pamanang Lingkod Bayani (PLBi), a project under the Honor Awards Program, aims to recognize public servants who were killed in the line of duty or those who died while in the performance or pursuit of their respective functions, duties and responsibilities.
PLBi has three components namely: a) Pamanang Parangal sa Lingkod Bayani - recognized through a posthumous award/citation in the form of plaque signed by the Chairman of the Civil Service Commission; b) Pamanang Lingkod Bayani Iskolarsyip - three immediate family members of the deceased civil servant may avail of scholarship (baccalaureate, masteral or doctoral degree) in any of the 111-member institutions of the Philippine Association of State Universities and Colleges (PASUC). Scholarship shall be in the form of discounts on tuition and school fees (100% for the 1st beneficiary, 75% for the 2nd beneficiary & 50% for the 3rd beneficiary); and c) Pondong Pamanang Lingkod Bayani - a one-time financial assistance worth P100,000.
Meanwhile, DA Secretary William Dar earlier issued a Certificate of Commendation to Mr. Villarao and to six (6) DA-BFAR R02 fishery law enforcement officers as a recognition of their selfless act to render official duty in spite of the imminent threat posed by the flood brought by Typhoon Ulysses.
