The Bureau of Fisheries and Aquatic Resources (BFAR) joins the implementation of the National Action Plan for Unity, Peace, and Development (NAP-UPD) 2025 – 2028, in line with Memorandum Circular No. 83, s. 2025, issued by the Office of the President through the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC). BFAR affirms its commitment to the Plan’s call for a whole-of-nation approach in addressing the root causes of local insurgencies: poverty, marginalization, and the lack of access to essential services.
Through this partnership, BFAR reinforces its advocacy for inclusive progress, peace, and order, particularly in rural and coastal areas where vulnerable populations face compounded socio-economic challenges. BFAR recognizes that sustainable fisheries and strengthened community participation are essential to lasting peace and national stability.
To this end, the Bureau continues to implement key interventions that align with the NAP-UPD framework. Among these are the distribution of fiberglass-reinforced plastic boats and fishing gear to small-scale fishers, the provision of post-harvest equipment to improve productivity and reduce losses, and the deployment of mobile technology and livelihood support in geographically isolated and disadvantaged areas. BFAR also supports the development of aquaculture and mariculture enterprises, helping fisherfolk diversify income sources and stabilize local economies.
In addition, the Bureau promotes capacity-building and technical training that enhance local skills and self-reliance. It facilitates the organization and strengthening of fisherfolk cooperatives, enabling grassroots participation in the planning and implementation of fisheries management and enterprise development.
The Bureau remains committed to supporting the objectives of the NAP-UPD and will continue to align its work with national efforts to bring peace and inclusive development to all corners of the country, especially where it is needed most.
