Led by BFAR National Director Atty. Demosthenes R. Escoto, Philippine Coast Guard Admiral Artemio M. Abu and National Coast Watch Center Director Admiral Roy A. Echaverria, the signing of the Memorandum of Agreement will set the stage for the implementation of the IMEMS Phase II Project and allow for the establishment of Port and Coastal Monitoring System (PCMS) Type 2 in identified PCG Coast Stations and Sub-stations.

The PCMS Type 2 is a terrestrial network of sensors that will enable real-time tracking and identification of vessels operating in and around busy regional and local ports and near coastal areas. This technology will sustain and strengthen the joint efforts of the BFAR, PCG and NCW Center to implement conservation and fisheries management measures in Philippine waters.
