INVITATION TO BID FOR CONSTRUCTION AND DELIVERY OF FORTY-THREE(43) UNITS 24 FOOTER DA-BFAR FIBERGLASS REINFORCED PLASTIC (FRP) PL480 PATROL BOAT

The DA-BFAR, through the PL-480 Funds CY 2008 intends to apply the sum of Eighty-Six Million Pesos (Php 86,000,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for 43 units 24 Footer DA-BFAR Fiberglass Reinforced Plastic (FRP) Patrol Boat. Bids received in excess of the ABC shall be automatically rejected at bid opening.

The DA-BFAR now invites bids for the Construction and Delivery of forty three (43) units 24-Footer DA-BFAR Fiberglass Reinforced Plastic (FRP) Patrol Boat with outboard engine. Delivery of the Goods is required within six (6) months. Bidders should have at least five years experience in FRP boat building and have completed, within the five (5) years period from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.

Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the “Government Procurement Reform”.
Bidding is open to all interested bidders, whether local or foreign, subject to the conditions for eligibility provided in the IRR of RA 9184. Only boat builders duly licensed and accredited by MARINA are qualified to participate while foreign interested bides should have a local counterpart boatyard engaged in FRP construction in the Philippines and should also be duly licensed and accredited by MARINA. Boat builders with proven design similar to BFAR specifications are given preference.

Interested bidders may obtain further information from BFAR BAC Secretariat and inspect the Bidding Documents at the address given below during 8:00 AM to 5:00 PM working office hours.

A complete set of Bidding Documents may be purchased by interested Bidders on Feb. 04, 2010 from the address below and upon payment of a nonrefundable of the Bidding Documents in the amount of Ten Thousand Pesos (Php 10,000.00) .
Likewise said documents can be downloaded free of charge from the website of the DA-BFAR (www.bfar.da. gov.ph), provided that Bidders shall pay the nonrefundable of Ten Thousand (Php10,000.00) fee for the Bidding Documents not later than the submission of their bids. |

The DA-BFAR will hold a Pre-Bid Conference on Feb. 19, 2010, 10:00AM at BFAR Conference Room. 3rd Flr., PCA Bldg., Elliptical Road Diliman, Quezon City which shall be open only to all interested parties who have purchased the Bidding Documents.

Bids must be delivered to the address below on or before March 2, 2010, 10:00AM. All Bids must be accompanied by a bid secretary in any of the acceptable forms and in the amount stated in ITB Clause 18.
Bid opening shall be on the same date and time above. Bids will be opened in the presence of the Bidders’ representatives who choose to attend at the address below. Late bids shall not be accepted. |

The DA-BFAR reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidders.
